I have reviewed your case and I see you are having an issue trying to make changes to a process that you have imported from one organization to another within an unmanaged solution.
I have seen similar issues before and the problem is related to lookup values between one organization and another. Essentially lookup fields store the GUID of the actual record rather a "pointer" to a record with the same name. After you import the workflow, try updating all of the lookup values and see if you still run into issues. If so, can you post a screenshot of your workflow?
A CRM Platform trace would be helpful as well as it would tell us more about why we cannot edit the workflow. You can find how to enable tracing here:
