Hi, This is certainly a permission issue which may not be on the owner of the opportunity or the logged in user. There could be some custom workflow/plugin etc which requires this permission for some user. Your best bet would be to download the log file which will have the guid of the user missing this permission. Once identified, assign the permission to that user and check again.
