Are you not able to open any solutions(Managed and Unmanaged) that is imported in your organizations after rebooting the server.
What is the error message that you get in the User Interface while opening the solution?
We need to collect server side trace while reproducing this issue which will give more information in detail regarding this issue and look for any errors or exceptions about the same.
