If you have a repro environment , I request you to please open a support case with us with strong business justification and we will look into this. The response above I have shared on this thread was somewhat related to a similar behavior with E-mail template for which a request to the product team has been raised before for the next release fix however, I again looked into the progress of the investigation and found that might be a different behavior than what you are seeing here as during investigation we have found that behavior is not constant or reproducible.
The other reason I am requesting for a support case and this has been reproducible in two different environment here and should be looked up on in more details and need more investigation now.
