To clarify, the email does not exist in Outlook, but does exist in CRM. You are forwarding this message out of CRM to another recipient? You are using Outlook as your email router?

Also, the 15 minute value would not affect this from not sending at all. I would look at the current status of the email and see if it has tried to send, pending send etc..
