As long as you have the CRM client with Update Rollup 10 or higher installed (per this KB article), there should not be any compatibility issues with Office 2013 (32-bit or 64-bit) and CRM Online. If that's the case, there may be another underlying cause that is keeping the add-in from loading, so I would recommend disabling all other add-ins outside of Microsoft Dynamics CRM and deleting/re-adding your organization within the Configuration Wizard.

If you can connect to your organization without issue in the Configuration Wizard but the add-in still will not load when Outlook is started, then we would need to do some client-side and potentially server-side tracing to determine the problem. Under that scenario, I would encourage you to open a support case in order to track the route cause of the problem.
