What are the security roles that Marketing professional ? go to settings - administration - users and open the user record, then click on left side Security roles link you can see the roles for that particular user.  open is he on the role above your screen grab taken. if yes user should be able to assign activities he has created.

go to user and check the roles administrator might not set that particular user in that role.
