It doesn't make sense in that case to grant global read permissions. But you can grant permission to read all cases with the business unit. But at the same time, you'll have to properly configure your business units and add users to them. Just as I suggested in my original post. That would give you both the security and the visibility that you are looking for.
Views alone won't do what you need. You'd still have to grant global permission in order for a view to give the visibility you want. So you'd have the visibility, but with the security.
