Are you able to reproduce this behavior with Update Rollup 13 installed? If so, this certainly does sound like odd behavior, and may be an oversight in the way number formatting is handled between languages. I would encourage you to open a support case in order to investigate this further and, if it's confirmed to be a reproducible scenario, we can document it for fixing in a future release.
